Sarah Wolf, MAS, RN, BSN, CCM

Sarah Wolf is a Senior Program Officer on the Policy team, where she works to advance policies and programs that improve health outcomes, promote health equity, and strengthen access to high-quality and affordable care for New Jersey residents. Her work focuses on developing and implementing initiatives to improve health care delivery, particularly for mothers, children, and communities facing significant barriers to care. She supports projects that bring together healthcare providers, payers, community organizations, and policymakers to advance innovative care models and sustainable solutions that improve population health.
Before joining the Quality Institute, Sarah spent nearly 17 years at Children’s Hospital of Philadelphia, where she held leadership roles in case management, utilization management, and hospital revenue cycle. Throughout her career, she has led multidisciplinary teams, developed strategic initiatives, and partnered with healthcare providers, payers, community organizations, and government agencies to improve quality, access, and patient-centered care. Her experience includes health care operations, Medicaid policy, health equity initiatives, community engagement, and quality improvement.
Sarah earned a Bachelor of Science in Nursing from the University of Pennsylvania and a Master of Applied Science in Population Health Management from the Johns Hopkins Bloomberg School of Public Health. Her clinical, operational, and population health experience provides a unique perspective on the intersection of health care delivery and public policy.
