Jillian Holmes is an attorney and Senior Advisor to the New Jersey Health Care Quality Institute. She is the principal of Saratoga Insights, a consulting firm advising nonprofits and mission-driven organizations on compliance, policy development, data analysis, and strategic communications.

With 14 years of experience in government oversight and accountability, Jillian most recently served as Chief of Staff at the New Jersey Office of the State Comptroller, where she advised senior leadership on policy direction, investigative priorities, strategy, and agency operations. She helped shape the office’s work on accountability, quality, and compliance in the State’s Medicaid program, with an emphasis on long-term care facilities.

In her earlier roles at OSC, Jillian conducted settlement negotiations in the Medicaid Fraud Division that recovered millions for the State, helped design the framework for oversight of billions in pandemic relief funds, and investigated fraud and waste across state and local government.

Jillian has a B.A. in Psychology from Boston College, and a J.D. from Boston College Law School.
