At the completion of her term in January 2026, Elizabeth Maher Muoio was the longest serving New Jersey State Treasurer in over 50 years.  She was appointed to the position by Governor Phil Murphy in January 2018, and served for the entirety of the eight years of the Murphy Administration.

As Treasurer, she oversaw one of the largest state Treasury departments in the nation, with one of the broadest mandates.  New Jersey’s Department of Treasury includes over 3,000 employees and 13 divisions, and is responsible for management and oversight of the $56 billion State Budget, the collection and management of state funds and revenues, the issuance of state debt, and the management of state pension and health benefit plans.  Additionally, the Treasury Department includes the State’s central procurement agency for goods and services, the Division of Property Management and Construction, with oversight of the design, construction and leasing of State facilities, the State Lottery, Risk Management, Unclaimed Property, and the Division of Investment – one of the largest pension fund managers in the U.S.

During Treasurer Muoio’s tenure, which included managing Treasury through the worldwide COVID pandemic, New Jersey’s improved fiscal management earned the state credit rating upgrades for the first time in many years – decades in the case of Moody’s and Fitch – for a total of nine upgrades since March 2022.

Prior to joining Governor Murphy’s administration, Ms. Muoio served as a member of the New Jersey General Assembly, representing the 15th Legislative District in Mercer and Hunterdon counties since February 2015.

During her time in the General Assembly, Ms. Muoio served on the Assembly Budget, Judiciary, and Commerce and Economic Development committees.  Signature legislative initiatives included focus on reducing exposure to hazardous lead, closing the gender pay equity gap and improving access for women’s healthcare, increasing childhood literacy rates, improving prison re-entry services, and environmental protections.  As a result of her legislative efforts, she was honored by numerous statewide and local organizations.

Ms. Muoio served as Director of the Mercer County Office of Economic Development and Sustainability from 2008 to January 2018.  Prior to her appointment to that position, she was an elected member of the Mercer County Board of Chosen Freeholders (now Board of County Commissioners) from 2000 to 2008, serving as Chair in 2004, and Vice Chair in 2003 and 2008.

She began her career as an elected official serving as a member of the Pennington Borough Council from 1997 to 2002, and throughout the years has been involved in numerous community-based organizations and as a member of various local boards.

An attorney, Treasurer Muoio received her JD from Georgetown University, in Washington D.C., and her BA from Wesleyan University in Middletown, CT.
