According to a Centers for Medicare and Medicaid Services (CMS) report, the rate of healthcare spending growth in 2008 was the lowest rate recorded since 1960, when CMS started keeping track of expenditures. The rate of health spending grew just 4.4 percent, down from 6 percent in 2007 – but it still managed to outpace overall economic growth, which came in at 2.6 percent (as measured by the Gross Domestic Product). The economic recession had an effect on the slowed rate of growth as people short on funds went without care.

The full CMS report was published in the journal Health Affairs.
